Pikechu [Pokemon ripoff that produces electricity]

To avoid copyright, Pikachu red cheeks was colored to blue and it is renamed to "Pikechu". So forgive me if the name sounds weird, but its the best I could come out with and I never watched Pokemon in almost a decade.Plugin idea is from Remainstay at discord forums.
The story was some guy on discord told that Pikachu has no function, so Remainstay told him that Pikachu could produce power for the city. So it gave me an idea so I make a Pika~I mean Pikechu to produce power for your city.
Story behind Pikechu: Pikechu was a rare breed of Pokemon which cannot be captured by a Pokeball. Hence Pikechu remained in the wild. However, it could be tamed with supplies of food and water and it produces electric charges in return. Hence, the high maintenance costs. Pikechu can work to produce small electricity for a starting village, without any detrimental side effects.
Note:1x1 power producing creature, so it would not waste too much plugin space if you care about plugin space.
