Able To Get A Sandbox City On An Online Region Where Sandbox Isn't Allowed

I Have (Accidentally) Obtained An Online City With Sandbox Mode In An Online Region Where Sandbox Isn't Allowed.

How did you do that

I Went To Reset My Online City, And Just After Clicking The Reset , I Clicked On The Play

And It Generated A Sandbox City With No Name.

I Don't Know The Right Way To Explain It,

There's a very small delay in loading , so like the loading screen shows up only after 2 seconds after clicking reset. Under those 2 seconds, I Clicked The Play Button.
