Yes, the Flex Tape Statue. It does not repair your city from disasters, but it seals up things that emit noise, radiation and pollution in its range. No worries about the limited range, as you can place as many statues as you want. It also gives park and culture influences.

ElephantEthan, this was just a statue that was desaturated with a blue-ish color in a Flex Tape can shape.
