I think that those plug-ins were old and never updated.

The only reason for users being deleted is deletion on request. Laws by the EU require us to follow such requests.

All in all, if plugins went missing then it's because the author wished for them being deleted as well. If you want to distribute the author's plugins publicly in the forum please get his/her permission to do so first. If it is difficult to contact him/her then it might be the case that it's intentional by him/her and we have to respect that decision.
