Maybe, but it definitely is possible. AI checks where it can begin building, starts building dirt roads and zoning. Adds services if detects they don't exist.

So basically, a Lua AI could build a city. However, some optional factors in city-building such as aesthetics could be the worst possible because what matters is that it must be functional. Correct?
