Did you install any updates on your device of have not much memory left? Any idea, when you tested it the last time? I cannot remember that we changed something that could affect city creation. But I can be wrong.

Taking loans never works, either get it in the green at the start, or let it die.

I haven't yet. Haven't had much time to play it yet.
I might try the pre- nuke version. It's got more people.
