What does "Tasks" in game settings stand for?

I think it's pretty much like quests in some game. Do this, get that! A way of helping the learning process after the tutorial is completed. It's not fully implemented or realized yet.

What about the mini-notifications that appear in-game when a disaster happens? Can that be disabled?
