What could could cause a health emergency in theotown so I would call the ambulance, it seems useless to me?

IT IS A FEATURE, WHICH MEANS IT IS A PART OF THE GAME, OFFICIALLY!!

Edit: you can find it in the disaster tab, but only if you have the latest version.
