I Think this time of added the landline/mobile phone services and internet and given for free quota to residents at internet and data
just like the real mobile Telco services
for example
Poor habitans will be given 50% Price from Orignial Price
Middle habitans given 75% price from Oringal Price
Rich Must paid full for it
and
Industrial/Bussiness
Level I:Pay only 80% and get 5% Discount for Hotspot
Level II:Pay 90% of all monthly and get 10% discount for Hotspot
Level III:Pay Full and get a 20% Discount for same service
or
Able for free Wi-Fi Hotspot
