What is wrong with the power?

I have power lines all connected to each other as well as the power plants but still when I check power around my city there are flashes of power that is not connected but they are?

Did you check if you still have enough power to provide for those buildings?

So when the map is flashing like this it means not enough power plants? Ok I thought it was because my power lines weren't joined up.

The last ones to receive power, following the flashes, will be the first ones without power during brownouts.
