it's nothing else than a simple graphic addon: draw at 0 cost a square and assign it a name.
You can call it district, zone, etc... the purpose is to display the name of this area when you move your visual over it.
Example:
City: New York
Zones: Manhattan, Bronks, Queens, etc...

I've divided my town in sub areas, like the countryside of a big city
So i have the downtown, the commercial zone, some independent lil towns between farms, all connected by highways.
I simply would apply a name to those mini towns and zones.
Doesn't matters if auto-generated, custom or from a preset.

use my idea to define areas: downtown/expansion zone/historic zone/ countryside/sub-town
My idea was for a simple graphic distinguish, but if you want you can use that trick to give an hint about rich levels.
Example: in sub-town or countryside you can not build/seeing growing any skycrape, as like in downtown you can't build farms.
