Well you can have a Recycling center, which will slowly decrease the amount of garbage on the landfills. Or a Incinerator, same as recycling center but faster of decreasing the amount of garbage, but Air pollution is your problem...

The incinerator has been created, and to reduce pollution, they will provide you the filter.

About the recycling center, I supoort that, but I'm not sure if that has also been created or not
