Nothing is going to get less than one tile wide, so roads will always have two available lanes whether used or not, one way or not.

Anything transporting trains, cars, etc currently uses at least a tile of width along it's length whether above ground or below.

I think both would still take up the same amount of space, you just might not notice them.
