I think that those water buildings like water towers have a filter system in them to clean water.

Since the latest update, if the residents are consuming water to about 75% of the maximum capacity of a water building, the amount of wasted water will increase, assuming that the sewage system in the water building is now incapable of cleaning water properly.

I think that he is making hacked APKs for TheoTown.
