The historical building maybe will put on the Landmark, award building, or will just be a texture of the zoned building.

Maybe you zoned that are light industrial. They are very close in color.

It is actually intentional. The menu price is the cost of the first instance of the zone for the building. Subsequent placements are multiplied by the price factor of the zone. If you are placing zoned buildings in unzoned areas, the price at placement is what additional zoning would cost.
