In America, we have big arrows painted in the lanes telling cars which direction to go. So, I reject this suggestion. I think instead of a tool, you would want a setting to hide zones. That way, you don't have to use a show zone tool when you again need to see your zones.

Download and copy to your plugins folder.

If it is a .zip file, you may unzip the folder if you wish before copying, but it is unnecessary.

. plugin files should just be copied to the plugins folder.

It might help to upgrade the road there and to shorten the distance tha garbage trucks have to travel by providing another exit to that road.

If you unzipped the plugin, then remove the .zip file from the plugins folder.

The building that needs to be built would need to set a variable when upgraded. The new building would require in a condition that that variable be set. Or possibly just check if the upgrade exists.

Parks, as well as other public buildings have this special property that they can't have a road built over them to remove them like with decorations or RCI.

There is a high limit to the number of plugins that reuse textures or don't have or need them. Because if you actually want to play the game, you have to stop reading in plugin .json files at some point. :)

Plus each instance of a plugin id in-game takes up some table or stack space.
