A zoned tile is 1x1 by itself. The maximum that can be laid out at once is 14x14 tiles. The maximum of any one zone is the map size.

It was still missing a comma between the } and { of the two ids.

The decal idea might not work as expected if you build bridges with it.

I am thinking that you should make a realistic road pack. What do I mean you should make a one lane ramp to let cars let on the interstate realisticly and make different type of interstates with more than just two lane. Like four or five lanes to make a down town city have a good look. Also you can...

It might be that you now have mostly upperclass commercial and industrial existing and are not providing the amenities for upperclass residents. :)

A suggestion for roads

Please don't override the ids for in game roads unless you keep all present functionality in addition to your contributions. It's annoying to lose bridges, tunnels, and existing connections for the sake of say diagonal roads. :/
